Try the following link to download Tiger/Line Data shape format
http://arcdata.esri.com/data/tiger2000/tiger_download.cfm
and to download Alabama Shape files try the following link
http://arcdata.esri.com/data/tiger2000/tiger_statelayer.cfm?sfips=01
and then select your county or your layer and get your shape files
