This is straightforward in many GISes, as other respondents have pointed
out. That fact is unlikely to help someone who clearly states they need an
ArcView solution. With ArcView there are many approaches and it seems they
are no more complicated. You could first spatially join the buffer theme
to the point theme, as a preliminary matter. Selecting the points is then
done using a query. No programming or additional software ("extension") is
necessary. Alternatively, without needing a spatial join, you could
perform two queries in succession: one is a theme-on-theme query to obtain
the points inside the buffer, followed by a query based on the time frames.
