I've done such a thing using gdal_translate, but you may have to lose information depending on what information you have in your input dataset. For example, I've converted 32 bit floating point DEM data to 8 bit (0-255) integers by simply scaling the input to 0 - 255. This can be done with the -scale option using gdal_translate. However, if your 32 bit input is 4-byte integers and you're only actually using 256 (or less) unique values then you ought to be preserve all the information. In that case you'll need a lookup table between the input and output values and probably a short script to do the conversion.
