If you have windows and ogr utilities, you can do something like this in the DOS shell:
for /l %f in (1,1,10) do ogr2ogr -where "ID = %f" %f.shp test_pt.shp
I just tested it, and it output 10 shapefiles with one feature in each shapefile.
