Eric,
A tml file in GeoGraphics is a macro (Topology Macro Language)
and on its own does not contain the data you would require to convert to
a shape file. As a check this is a text file and should contain lines
like:

SELECT zones
FILTER ATTRIBUTE zones=zoneview.zone = '10'
CREATE fzone
etc

To get a shape file you would need GeoGraphics PLUS the data files that
this TML uses (dgn files plus database).

As GeoGraphics can export shape files, you are probably better off going
back to the owner and asking them to create a shape file for you.

I received a file with a tml extension. It is supposed to be a political
boundary area.
I believe it is a MicroStation GeoGraphics file. Does anyone know how to
convert this to shapefile?

I am running ArcGIS 9.1.
