Hi Kalai,
It's a bit hard to diagnose without the actual error
message. Also the version you are using and some other background
information (eg what database you are using, operating system etc).
If you have an existing dgn file (you didn't mention whether you have
attributes to go with the graphics) then you can easily export without
necessarily creating a new project. All you need to do is to create an
appropriate feature definition in your existing project and assign it to
the features you want to export.
I would recommend some training if you are wanting to create new
projects or run imports/exports on a regular basis.

Hi ! Folks,
Hope to receive some good response to solve my problem.Is there any
simple way to create a project in Microstation Geographics.
I am using a project that's already available, When I try to create new
project it gives me an error.I am unsure whats wrong that I am doing. I
think I am doing a mistake somewhere, as anyone faced the similar
problem in Microstation Geographic's..I am trying to export the dgn file
into Shp/MIF format.
