I am assuming based on your post that this text was auto labels in the old ArcView 3 project and now you want them to be feature linked annotation in ArcGIS. This this is correct here is what I would recommend.

1. First convert the spatial layers in your Map Document to from a shapefile to a Geodatabase.
2. Delete the Annotation that was brought in from the ArcView 3 project as it is now just graphic annotation
3. Then label the layers you wish to create the feature linked annotation for.
4. Once the labels are set-up the way you want it, convert the labels to annotation. The dialog box for the conversion gives you the option to set the new annotation as a layer in your geodatabase and if so to make it feature linked.

That is the easiest way to do what I believe you are trying accomplish.

Hello Listers,

I have a lot of AV3 projects I have to convert to AV9. I'm trying the
Import from Arcview project command.

The layers come through fine, but the text labels are no longer attached
to any layer. They are just loose, and I can't turn them on or off. If
I select all the stream text blocks, for example, how can I attach them
to the stream layer? Or convert them to an annotation layer for streams?

Can't find the answer to this particular question in the books or
online. I want to use the old text blocks because they are all very
carefully placed for printing.
