Can anyone recommend inexpensive PC-based image processing software?

I guess it depends on what you are trying to do.
OSSIM is a decent open source software:

If you want to clip out and reproject: global mapper -
http://www.globalmapper.com/
More sophisticated image processing can be done in Idrisi kilimanjaro, or the
latest release Idrisi Andes. http://www.clarklabs.org/

I think if you are looking for inexpensive software with as much funcionality as
possible, you would want to go with Idrisi Andes. It obviously depends on what
kind of processing you are doing, but that should be a good start.

Try ER Mpper, is very efficient for processing.

if you have small data size, you can download freely the TNTlite from :
www.microimages.com
it's very powerfull, and complete RS functions, and it's free version includes
all functionalities for small size images.
