I received some helpful replies from David Lamb, Michael Carson, and
Kevin Kleinjan.

No one seemed concerned that GISDataDepot doesn't include metadata.

Michael pointed out that this website [1] has the same files for
Illinois that I found on GISDataDepot and has metadata (though still
incomplete metadata (no datum info)).

Kevin tracked down the coordinate system and photo date info that I was
looking for. I was happy to see it agreed with what I found on [1].

David pointed out this website [2] which has newer color orthoimagery
than what I was looking at. I haven't had a chance to look at that
imagery yet.
