Hi Travis,

There are a number of options. MapServer is indeed free (it's open
source), if you want to integrate with Metadata take a look at
GeoNetwork (links for both below). Rather than just list the ones I know
-- I'm bound to miss some -- I'd suggest that you try the freegis site:
