Travis,

You should check out the Open Source Geospatial Foundation site:
http://www.osgeo.org. They are sponsoring a few open source map service
packages including MapServer and MapGuide Open Source which is the Autodesk
offering. Regarding MapServer, most accounts I have heard suggest that it
outperforms and in general is a better product than ArcIMS regardless of the
fact that it is open source (free). I suggest that you post your question to
the OSGeo list.
