Mapserver is an open source program and is thus free. It however is not for the newbie. It does require some programming skill to set up and get running. It is robust. So much so that Autodesk has adopted it to replace MapGuide's core and built additional functionality one top. At one time we had a demo site using Upson County Georgia tax map data up and running on MapGuide, ArcIMS and MapServer. All three sites had the same functionality and provided very similar performance.

Hi Listers,
I am currently exploring some options to get an Internet Map Service up and running for a group that doesn't have the budget to afford ArcIMS yet. Are there any free/shareware options out there that can be implemented as easily and effectively as ArcIMS? I have located one product by the name of MapServer http://mapserver.gis.umn.edu <http://mapserver.gis.umn.edu/> , however I don't know if it is free or not: nor how robust and easy to implement it is.
If you have experience/knowledge in this area could you please send me a note?
