You can have a look at Manifold, at www.manifold.net. It is low cost and
a complete GIS, bundled with a complete IMS for 295$ ! and can be
deployed really easily (much easier than ArcIMS or Mapserver), and is
easily customised using Javascript (.Net) and SQL.
If you check out manipedia.spatialknowledge.eu , there is a list of
links giving you more info if you find the Manifold site hard to navigate.
