Ha, better watch what you say - if anyone has ever *installed* ArcIMS and it's dependencies before they know it ain't easy either.
6 years ago your statement was true about MapServer, but now there are solid installers for both Windows and Linux platforms.
And the numbers of downloads a month of those MapServer installers are through the roof (think of them as "licenses" in your Arc world).
...hence the big boys taking notice.
