We run up to 10,000,000 X,Y,Z=B4s often with =
bathymetry. The most complete solution is =
Manifold, which would import the data or link to =
it, create the .shp and export it for opening in ARC(aic).
Alternatively the spreadsheet in Surfer is great =
for for manipulation of that number of points and can export .csv.
Lots of RAM in either case.
