I use TIFF files with World files quite a bit. The trick is BEFORE you add
it to the map, you have to use ArcCatalog. Be sure the TIF has a TFW that
specifies the top left corner in projected coordinates and all that, then
RIGHT-click on the file in ArcCatalog and go to the Properties dialog.
There you will see a line that says "Projection" and it probably says
"Undefined". Click on that box and tell it what projection the raster is
in. This is NOT a way to project a raster -- merely a way to establish the
projection that it already has so that ArcGIS can know about it and work
with it. Pick the wrong projection (say, in the US tell it it's NAD83 when
in fact it's NAD27) and it will come out in the wrong place.

I am not familiar with an OS raster tile but I am assuming since you said it
had a tfw file that it is just a tif file. If this is the case you would add
it like any other layer. To do that:

First select the add layer button. It is the one that looks like yellow
sheets of paper with a black "+" on it.
Second navigate to the file and click on it.
Lastly click on the Add button
