The Sunburned Surveyor


The Sunburned Surveyor describes a local government charging big bucks for a
government service that the taxpayers have already funded.

OMB Circular A-16 (Office of Management and Budget) sets the policy for
geographic information. There are some Executive Orders and Federal Legislation
to flesh out the policy. The basic premise is that taxpayers should not have to
pay twice for the same service. Charges would be allowed for "value added".
Storage, maintenance, mailing and services mentioned in the Sunburned
Surveyor's blog would be valid charges.

But the outrageous fee of charging what the market will bear to keep out the
riff-raff calls for corrective action. Pitchforks, torches, storm the
castle. At the very least, write a letter to your congressman and to your newspaper.

Golden Fleece? Maybe.

There seem to be a few other departures from the policy of A-16. TIGER files
are being maintained for Census purposes. Yet people are using TIGER files
for mapping, dispatching and land use planning. TIGER files are not being
updated for uses in those applications.

Is the use of TIGER files for mapping inadvertent, or do map makers assume
TIGER files are updated?

If you are in the front lines of data collection, county or city Surveyor or
Public Works, do you know where your data are used? Is there a roll up of
your data to a regional or state level.

If you are using TIGER files for mapping used in dispatching, are you
checking for breaks in center line data? If you find breaks in center line data, do
you merely correct it, or do you notify the activity that provided the data?
