I meant to include this in the original listing.
The only work around for this problem is to reduce the DPI and the Image Quality ratio at the same time. This is not ideal, but all the articles/forum threads i found on this lead to the same result. The WMS has an image size request limit, and once it is passed it denies the request, end of story.
