Hi Travis
If you're not locked in to an ArcIMS solution, you might want to take a
look at http://www.hostgis.com/ It features Mapserver &
PostGIS/PostgreSQL spatial database.
You can either run the HostGIS linux distribution on your own server or
contract with the folks at HostGIS.com to host your website on one of
their shared mapservers ($50/month) or on a hosted server dedicated
solely to your application.
There are a number of interface templates you can use, and customize to
a certain degree, and you can upload fresh data via FTP when you need to.
