Scott,
I have seen many folks face this same situation. There are at least two
resources you might want to consider. First is look to ESRI's Authorized
Training Program channel. The second is to contact local colleges or
user groups.

ESRI Authorized Instructors often have more flexibility with pricing. I
know I have worked with public and private sector organizations to
provide training for reduced cost, in some cases over 50% less than
standard list prices. You can locate ESRI Authorized Instructors through
ESRI's Website.

There are many tech schools and user groups that conduct regular GIS
training. You might want to contact them to see if you can get one of
their instructors to put on a low cost class. GA URISA last year offered
two low cost URISA GIS workshops. The cost to attend those were under
$100 per attendee. The SHRUG users group in FL always offers low cost
training as part of their annual GIS workshop.

Of course you can write your own class. I have written two myself,
Fundamentals of ArcView 3.x and Using AutoCAD Data in ArcGIS. I do admit
it is time consuming but if you really know the material it is not very
hard. I used the ESRI class model for both of these. I figured why
reinvent the wheel plus it was something many potential students were
already familiar with. The hardest part is to pull the data together to
use for the exercises.

Lastly I can tell you that ESRI does not sell their training materials
cheaply even to Authorized Instructors. You would come out cheap buying
the Getting to Know ArcGIS book for each student.
