Greg,
You might try the GSHHS shoreline or it that the one you tried? GSHHS
is also available through NOAA / NGDC website in Boulder though it was
developed and is maintained at University of Hawaii. You can download
the data from the following URL:
http://www.ngdc.noaa.gov/mgg/shorelines/data/gshhs/
