Dear David,
Apply following steps:
1-Take 1000,1000 as reference point and start plotting other points
2-Convert ur plot to rater file format
3-Import UTM projection with zone information
4-Georeference it with already available data sets, eg. toposheet matching GCPs with ur plot.

at the time and left the default X and Y coordinates to start with the
instrument at 1000, 1000. Okay. Dumb move. Now I need to plot that in a
GIS system that is using UTM Coordinates for Zone 14N, NAD 83. Of the
several hundred points I know the UTM coordinates of THREE. How can I
rotate the original points into the utm systems and plot them? The data are
(or soon will be) in a spreadsheet.

Here's a sample of what the data look like for the three points where I have
UTM coordinates for TS points:
