You need Census tract equivalency files. The US Census Bureau produces them at the tract level and above beginning in 1980 and block level and above beginning in 1990. They are reproduced by third parties, such as Geolytics, but a good public (free) source is the archived "MABEL/GeoCorr90" page at http://mcdc2.missouri.edu/websas/geocorr90.shtml . You will probably have to repeat the procedure going from 1990 to 2000 in order to obtain the 1980 to 2000 correspondences: the site is at http://mcdc2.missouri.edu/websas/geocorr2k.html ("GeoCorr2K").
