In SLD 1.1 I believe there's going to be the concept of an 'inline feature' that the server will render for you. I doubt ArcIMS supports it yet. If you want to do it now you can try GeoServer - http://geoserver.org - open source with support for ArcSDE, Oracle Spatial, Shapefiles and more. See http://docs.codehaus.org/display/GEOSDOC/InlineFeature for information on how to do what you want to do.
