Here's a good explanation of three methods. I'm going to try the third,
since there are a bazillion road segments on this particular map.

Again, assuming you're using ArcGIS 9.x:

In the road layer's Layer Properties, under Labels, change the Method to
"Define classes of features and label each class differently." Then you can
say that only Major Roads, for example, will get labelled. If you don't
have a field identifying the specific roads you want to label, you might
have to create that first.

Or you could convert all the road Labels to Annotation in a geodatabase
feature class (instead of in the map). And then you can edit the
geodatabase annotation, deleting the labels you don't want.

Another option to look at: when you convert the Labels to Annotation in a
geodatabase, you can choose to only convert labels for the selected
features.
So you could select all the roads you want labelled before doing the
conversion.
