Another good program might be global mapper. It costs about as much as
manifold. But if you have manifold, why not import the MapInfo files
into manifold and then export them to shp files, or work with them
directly in manifold.

I don't know of anything free however you certainly use Blue Marble's
Geographic Translator which is a full fledged converter.
Also, if you have Adobe Illustrator you can use MAPublisher to do it.
