If you are not able or willing to pay the licensing fees for commercial GIS software, rather than soliciting the list to help you engage in criminal activity, you might want to look here instead for some open alternatives:

Of course, geographically aware PDF files are a relatively new beast, so there may not be an open source alternative yet. You're always at liberty to contribute to an open source GIS project to ensure that the functionality you need or want is developed.
