TCS To Deliver Integrated Location-Sensitive Wireless Messaging Solution on the Sun Carrier-Grade Platform --
Consolidation of Infrastructure Solutions to Help Speed Time to Development and Deployment of Next Generation
Services

ANNAPOLIS, Md., Nov 1, 2001 - TeleCommunication Systems (TCS) (Nasdaq:TSYS), a key architect and leading provider of wireless, messaging and
location-based infrastructure solutions, today announced its new 'Voyager' initiative to develop an open, highly reliable platform that integrates wireless messaging and
location-based services.
TCS has selected Sun Microsystems' Solaris(TM) Operating Environment and carrier-grade Netra(TM) servers as the platform of choice for this new service initiative.
The 'Voyager' initiative is the final step in TCS' quest to fully integrate its mobile messaging, information access, pre-paid and location technologies onto a single platform. The
company previously provided these services individually via its SMSC Messaging Server, Wireless Internet Gateway(TM) and Xypoint(R) Location Platform delivery solutions. The
'Voyager' platform is intended to meet growing wireless carrier demand for faster time-to-market, infrastructure consolidation and an integrated, highly reliable and scalable
platform that will bridge today's wireless networks with the 2.5 and 3G networks of the near future.
The 'Voyager' initiative is designed to result in an open, standards-based, modular platform having common APIs, middleware, network-interfaces and hardware. This service
platform will take advantage of best of breed technologies and specifications including TCS-developed middleware, and plans to use APIs from Sun's JAIN(TM) and OSS through
Java(TM) initiatives to provide carriers a seamless migration from the current circuit-switched SS7 technology to the evolving data-centric, service-driven networks.
"TCS' vision is to deliver key mobile infrastructure solutions that transcend the value and utility of wireless data services available today," stated Drew Morin, senior vice president
and chief technical officer at TCS. "This new consolidated service platform along with Sun's vision as a trusted advisor in the wireless marketplace will accelerate the deployment
of contextual and smart mobile services, transforming the end-user mobile lifestyle."
"By consolidating individual platform solutions in the mobile data services value chain, TCS' Voyager initiative running on Sun's scalable, carrier-grade systems is expected to
provide significant integration and deployment cost savings to wireless carriers," said Manish Bhuptani, group manager, Network Services at Sun Microsystems, Inc. "Carriers
will also benefit from an open platform that will enable integration of innovative, smart applications such as location-sensitive mobile instant messaging."
TCS' new service platform will help reduce the total cost to carriers by allowing multiple applications to run from a common set of off-the-shelf hardware and TCS middleware.
Carriers can increase capacity by simply adding low-cost, distributed computing power. The service platform's modular architecture and unique software that automatically
recognizes new software and adjusts resources appropriately will help to significantly decrease deployment and configuration time for wireless carriers. Additionally, plans to
integrate Sun's open-standards based technologies and software libraries, such as Java(TM) technology and the OSS through Java and JAIN specifications, TCS expects to
enhance compatibility, reduce the effort and cost to build and implement solutions, and accelerate time-to-market. The self-healing, redundant architecture of the new platform is
expected to enable over five nines of reliability.
